Communities We Serve in El Dorado County

Placerville is the only incorporated city on this list; the other three are unincorporated. All four sit in the foothills, between about 1,130 and 1,950 feet, so every home here deals with more rain and more pine debris than a valley-floor house.

Elevation is the USGS reading at each community's Census Bureau center point; median year built is the Census Bureau's ACS 2020–2024 estimate. Both are listed under Sources below.

Who Handles Permits in El Dorado County

Placerville is the only incorporated city among the four El Dorado County communities we serve. The county's other city, South Lake Tahoe, is outside our area. Inside Placerville city limits, the City of Placerville handles building permits. El Dorado Hills, Cameron Park and Shingle Springs are census-designated places with no city government, so the El Dorado County Building Division, part of the county's Planning and Building Department, reviews work there.

A gutter-only job, whether new runs, guards, a repair or a cleaning, rarely needs a permit because it doesn't touch the roof structure or roofing. If the estimate turns up rotted rafter tails or a roof that's due for replacement, we flag it in writing so you can call the right office first.

Fire-zone construction is where the rules bite in this county. California's wildfire building standards, Residential Code R337 and Building Code Chapter 7A, apply in State Responsibility Area Moderate, High and Very High zones and in Local Responsibility Area Very High zones, and CAL FIRE's November 2022 SRA map put more than 548,000 acres of the county in one of those zones. In El Dorado Hills and Cameron Park, many planned neighborhoods also have CC&Rs with architectural review, a private approval that's separate from any permit.

What usually triggers a review

  • A new roof. Check with the City of Placerville or the county Building Division first, and we'll schedule the gutters after the roofers finish.
  • Framing work, for example rafter tails that have rotted where years of overflow soaked the fascia.
  • Improvements to a home in an SRA zone or an LRA Very High zone that bring R337 or Chapter 7A into play.
  • HOA or architectural review for a new gutter color or profile. We bring samples, specs and a certificate of insurance for it.

Foothill Rain, About Double the Valley's

Every El Dorado County community we serve is in the foothills, from about 1,134 feet at El Dorado Hills' Census center point to about 1,952 feet at Placerville's. NOAA's 1991–2020 normals inside our El Dorado service area rest on short volunteer records, so we show them next to nearby references. Auburn, at 1,292 feet north across the American River, averages 36.1 inches a year. A Placerville station at about 2,036 feet has an estimated normal of 40.6 inches from a shorter record. Sacramento Executive Airport, on the valley floor, averages 18.1.

That puts a foothill roof at roughly twice the valley's rain: about 45,000 gallons a year on a 2,000-square-foot roof at Auburn's normal (roof area × rainfall × 0.623 gallons per square foot per inch). Most of it arrives from November through March, and December averages 7.5 inches at the Placerville station. Long runs on large foothill homes need 6-inch gutters and enough downspouts to carry that much water.

Ridge-top lots add wind. Gutters and guards on exposed rooflines need hangers and fasteners spaced for it, and a guard with a rigid frame holds up better than a loose insert when needles pile on.

*NOAA flags the Placerville 0.9 NE normal as estimated from a shorter record (7 years for the annual total). Auburn is in Placer County and Sacramento Executive Airport in Sacramento County; both are shown as references.

Fire Hazard Severity Zones

Fire zones shape more of the work here than anywhere else we serve. On CAL FIRE's November 2022 State Responsibility Area map for El Dorado County, 419,622 acres were rated Very High, 109,323 High and 19,587 Moderate. The SRA map adopted January 31, 2024 has been in effect since April 1, 2024.

On land protected by local agencies, CAL FIRE's February 2025 recommended LRA maps rate 1,771 acres of Placerville Very High, and 3,320 acres of unincorporated LRA land Very High, up from 70 acres on the 2007–11 maps. At the Census center points, Placerville reads LRA Very High, Shingle Springs SRA Moderate and El Dorado Hills non-wildland. Zones change parcel by parcel, so check yours on CAL FIRE's viewer, or we'll look it up at the estimate.

On a pine lot, the gutter is where needles pile up between cleanings, a dry fuel bed along the roof edge. A stainless mesh cover keeps the needles on top, where wind and a quick brush clear them, and the steel itself won't burn like a foam or plastic insert.

  • Unincorporated LRA (2025)3,320 ac Very High · 1,509 High · 2,339 Moderate

SRA acres cover the whole county, including land east of our service area. LRA acres are CAL FIRE's Phase 1 recommended zones (February 2025).

Pine Needles Set the Guard Choice

At El Dorado Hills and Cameron Park elevations, blue oak and gray pine share the slopes, the community the Forest Service's FEIS reviews call blue oak–gray pine. By Placerville, near 2,000 feet, you're inside the 1,500-to-3,500-foot band FEIS gives for ponderosa pine in the northern Sierra Nevada. Its long needles bridge coarse screens and mat inside open troughs.

That's why we install stainless micro-mesh, typically LeafBlaster Pro, rather than screens or foam. Without guards, expect 3–4 cleanings a year under heavy oak or pine cover. Under heavy oak or pine cover, where a home needs 3–4 cleanings a year at $150–$400 each, guards typically pay for themselves in about 2–4 years. Where 1–2 cleanings a year is enough, payback takes 5 years or more, and the main return is fewer ladder trips and less overflow damage.

El Dorado County's 94,653 homes are mostly owner-occupied, single-family detached houses, with a median build year of 1983 (ACS 2020–2024). Those county figures include the Tahoe basin, so our four communities tell you more.

El Dorado Hills is the newest, with a 2002 median and 57% of homes built since 2000. Placerville (1975 median) and Shingle Springs (1981) are the oldest, with about 58% and 47% of homes built before 1980. Cameron Park, at a 1987 median, falls in between.

On older foothill homes, tear-off often turns up fascia damage from years of overflow. Removing and hauling away the old gutters, and any fascia repair found during tear-off, is shown as its own line on the estimate.

Gutter Services Across El Dorado County

El Dorado County Gutter Questions

Which El Dorado County communities do you serve?

Four: El Dorado Hills, Cameron Park, Shingle Springs and Placerville. For addresses farther up Highway 50 or elsewhere in the county, call (916) 415-3836 and we'll tell you whether we can get there.

Who issues building permits in El Dorado Hills, Cameron Park and Shingle Springs?

El Dorado County. All three are unincorporated census-designated places, so the county's Building Division, part of the Planning and Building Department, reviews work there. Placerville is an incorporated city and handles permits inside its own city limits.

Do I need a permit for gutter guards or new gutters in El Dorado County?

Usually not, because gutter work leaves the roof framing and roof covering alone. A review comes into play with re-roofing, structural repair of rafter tails or framing, or an improvement in a fire hazard zone where Residential Code R337 or Building Code Chapter 7A applies. Ask the county, or the City of Placerville inside city limits, if your job includes any of those.

My home is in a Very High Fire Hazard Severity Zone. What gutter guard should I use?

We recommend stainless micro-mesh with a rigid frame, typically LeafBlaster Pro, on aluminum gutters. Stainless mesh doesn't burn the way foam or plastic inserts can, and it keeps needles out of the trough where embers land. Guards still need an occasional brush-off before fire season. We check your parcel's zone on CAL FIRE's map at the estimate.

How much more rain do El Dorado County foothill homes get than Sacramento?

About twice as much. NOAA's 1991–2020 normals give Auburn, the closest foothill reference across the American River, 36.1 inches a year, and a Placerville station an estimated 40.6 inches, against 18.1 inches at Sacramento Executive Airport. That's why we size foothill gutters and downspouts to the roof area rather than using a standard layout.

Do you charge extra to drive to Placerville or Shingle Springs?

No. There's no travel fee anywhere in our service area. Guards run $12–$20 per linear foot installed and new seamless gutters $8–$15 per linear foot installed in Placerville, the same as in Rocklin.
